Presentation of Proposal to Change the Glover Park Liquor License Moratorium Including Q&A with Sarah Fashbaugh, ABRA’s Community Resources Officer
The moratorium on issuing liquor licenses in Glover Park was established in 1999 to deal with issues of peace, order, quiet, litter and parking caused by establishments licensed to sell alcoholic beverages, and to help maintain a balance of goods and services in the Glover Park commercial district. It has worked well over the years and at recent renewal periods, such as this one, the ANC has gradually recommended lifting of restrictions against issuing certain kinds of liquor licenses. The current moratorium, which expires next February, prohibits issuing new licenses for only two categories, taverns and nightclubs, and caps the number of restaurant licenses at 14. The ANC is proposing to remove from the moratorium all restrictions on the number of restaurant licenses, but to continue the moratorium on licensing new taverns and nightclubs. The ANC will vote on this proposal at its November 12 meeting and present its recommendations to ABRA at a hearing in January. We will be taking comments at this meeting and until November 12 at info@anc3b.org.

Request from Mad Fox Brewing Co. for One-Day Special Event
Mad Fox is seeking an amendment to its agreement with ANC3B to allow live music or DJ
music on special occasions as follows: New Year’s Eve 2015; Mardi Gras 2/13/16; Mad Fox Anniversary 8/19/16; Oktoberfest 10/1/16; Halloween 10/29/16; Thanksgiving Eve 11/23/16; New Year’s Eve 2016. Events would be limited to 6 per year; closing hours would remain the same (1 a.m. on weeknights; 2 a.m. on weekends); DC noise restrictions will apply. Comments will be taken until November 12, when the ANC will vote on the request.

Discussion on Homelessness in ANC3B

The panel will included Dallas Williams, Deputy Administrator for Homeless Services, Department of Human Services (confirmed); Rev. Dottie Yunger, St. Luke’s Methodist Church and Shelter (confirmed); a representative of Community Council for the Homeless at Friendship Place (invited); a representative of MPD (invited).
