Advisory Neighborhood Commission (ANC) 3B consists of five Commissioners, each elected from one of the five Single Member Districts (SMDs) serving a portion of the Glover Park and Cathedral Heights neighborhoods. The ANC generally holds a public meeting each month (except August). The public meetings are the occasion for the Commissioners to deliberate on issues and take official votes on matters that come before the Commission. The meetings also provide an opportunity for residents of the neighborhood to share questions and concerns with the Commission.
ANC3B public meetings are generally held monthly at 7 PM on the second Thursday of the month, at the Stoddert Elementary School and Glover Park Recreation Center at 4001 Calvert Street NW, when in-person meetings can be held. The schedule of meeting dates is published at the beginning of each calendar year and any changes are announced at least a week in advance, if possible, along with the location and proposed agenda.
The primary role of the ANC is to advise District agencies or federal agencies on decisions, policies and program issues that affect residents and others in the Commission area. DC law states that each Advisory Neighborhood Commission may advise the District government on “all proposed matters of District government policy including, but not limited to, decisions regarding planning, streets, recreation, social services programs, education, health, safety, budget, and sanitation which affect that Commission area.” ANCs can also give small grants to organizations with projects that serve public purposes for the community. See more information on the history and role of ANCs.
The ANC may only take an official position by formal vote of the Commissioners at a duly noticed public meeting at which a quorum is present. (Three of the five members constitute a quorum.) In the periods between ANC public meetings, the Commissioners work individually at researching issues, addressing specific questions from constituents, and assisting residents to get in touch with city agencies or others who can help resolve their needs for or concerns about local public services.
