October 2026 Meeting Report

Police Report.  Lieutenant Johnson reported 10 crimes in the past 30-day period; all were property crimes.  Specifically, there were four thefts from autos and 6 thefts.  Three of the 6 thefts were at CVS.  Commissioner Turmail asked about panhandling rules as a constituent has been confronted at the CVS.  Lt Johnson said that panhandling itself is not illegal but that aggressive panhandling is.  Aggressive panhandling can be subjective.  If someone thinks they are being approached aggressively, they should call 911 and let MPD handle the situation.  On another topic, as we are approaching the time when many packages are delivered.  Lt Johnson urged people to use the Amazon drop boxes at the Second District or elsewhere to avoid porch thefts.  He also urged people to take advantage of DC’s Camera Connect program where you can get reimbursed by DC for installing cameras.

Grant Request for $2,500 for “Miracle in the Alley” on December 5th, 2026.  Gupi Howie signed on to present for Dan Theisen.  Miracle on the Alley is an annual event to celebrate the December holiday season.  It is a public event and open to all. The grant request is for professional installation of the lights.  The Glover Park Citizens’ Association will be the agent for the grant.  Commissioner Howie recused from the vote as she is one of the organizers of the event.    A motion was made to approve the grant.  It was seconded and passed unanimously.

Presentation on Conversion of 2201 Wisconsin Avenue NW to Condominiums. Kevin McCormick, Monument Realty, discussed their acquisition of the subject property and their plans to convert the building from mixed use to primarily residential. The top two floors are currently residential while the 1st and 2nd floors were retail and office space.   The office space is now closed, and those areas are being converted.  About 82 new units will be added bringing the total to 130 units.  All units are rental.    They have done similar conversions such as at 2401 Pennsylvania Avenue, NW.  The project is expected to take about one year.  No major changes will be made to the retail space or the outside of the building.  The construction company is Donohoe.  They request approval for working after hours and on some holidays such as Veterans Day, Martin Luther King Day, etc.  The work is primarily interior work and will not cause noise or disruption.  Upon written request from Monument and Donohoe, Commissioner Turmail will write a letter of support for after hours and holiday work.

Updates

  • Kate Dean, Executive Director of Glover Park Main Street, announced that a new Thai place in the former Town Hall space will have a soft opening sometime around October 19th.  Beside the restaurant space on the first floor, the owners are planning on having events and classes such as flower arranging, etc. on the second floor.
  • Kevin DeGood, Councilmember Frumin’s Legislative Director, discussed two bills that are currently being considered by Council.  CM Frumin introduced the Green Workforce Pilot Amendment Act.  The purpose is to give people who need work requirements to maintain their benefits the opportunity to do work doing green infrastructure and maintaining the storm sewer system.  The goal is to protect people from losing benefits.  The second bill is the Pied-a-terre Property Tax Amendment Act.  It would increase the property tax rate for residential homes with two or fewer units that have an assessed value above $2.558 million and where the owner of that home is not taking the homestead deduction.  Basically, it’s aiming toward people who own a home in D.C., but who are residents of another state and thus do not pay D.C. income tax.   This bill is one of the mechanisms being considered to increase DC’s revenue sources because funding is getting much tighter.
