March 2025 Meeting Report

Police Report.  Lt. Johnson reported 13 crimes in the past 30-day period, none of them violent crimes.  All were thefts.  Four were package thefts reported from one apartment building.  Others included thefts at CVS and the Walgreens.  One was a theft from auto.   Asked about the continuing thefts at CVS, Lt. Johnson said that MPD’s Crime Suppression Team is doing operations at CVS and other retailers.  Asked about progress on solving the carjacking on Davis Place last month, Lt. Johnson said that they have a picture of the assailant that has been shared with the community but that the case is still open.

Discussion of Resolution on DC Bill B26-0058, Recycling Refund and Litter Reduction Amendment Act of 2025.   The bill seeks to establish a producer responsibility collection and recycling program for beverage containers to be overseen by the Department of Energy and the Environment.   The bill is currently under review with the Committee on Business and Economic Development which must hold hearings on the bill by July 14, 2025.   Commissioner Turmail summarized the draft resolution.  While ANC 3B fully supports efforts to increase recycling, mitigate trash and protect our waterways from pollution, it has a number of concerns about the current bottle bill and urges the DC City Council to hold public hearings by the July deadline and address potential concerns including redemption rates and the potential impact of higher beverages costs on lower income groups and DC retailers.  It further urges Council to make adjustments to the legislation as appropriate to mitigate any concerns.   A motion was made to approve the resolution, it was seconded and passed unanimously.

Discussion of Resolution on the Current Washington Gas Proposal, “District SAFE” (update of Project Pipes).   Commissioner Lavezzo asked that this item be tables until the May meeting so that he can gather more information and talk to additional stakeholders.

Briefing on Route, Signage and Parking Changes for the Better Bus Network Implementation on June 29, 2025.  Implementation of the Better Bus Network in Glover Park replaces the D2 bus that loops between DuPont Circle and Glover Park with two bus lines:  the D96 that runs between Bethesda and Virginia Avenue (on weekdays) and between Bethesda and DuPont Circle (on weekends) and the C85 that runs between Foxhall and Nebraska Avenue.  These changes require moving some bus stops and eliminating and moving some curb parking spaces.  Commissioner Lane described the new bus routes in Glover Park and the required changes to accommodate them.  Specifically, bus stops need to be moved on Edmunds Street because the bus route will no longer loop around Glover Park but will exit via a lefthand turn on to Edmunds from 41st Street and a right turn on to 42nd Street to New Mexico.  WMATA will running the larger buses through the neighborhood rather than the smaller ones thus requiring more turning radius.  To accommodate the larger buses, some curb parking spaces will be eliminated at 42nd and Edmunds and 41st and Edmunds and one space will be eliminated at Benton and 40th Street.  Details on these changes are available at the ANC 3B website.

Discussion and Resolution on Funding for DC’s Universal Pre-K and Pre-K Enhancement and Expansion Program (PKEEP).  PKEEP provides funding to community-based organizations to offer PK3 and PK4 classes for DC families.  The programs face elimination in the FY 2026 budget thus leaving families with fewer and more costly options for early childhood education.  Commissioner Howie explained the issue and the resolution before ANC 3B.   The resolution urges the Bowser Administration to protect funding for Universal PreK and the PreK Enhancement and Expansion Program (PKEEP).   A motion was made to approve the resolution, it was seconded and passed unanimously.
