MinutesANC 3B Thursday, June 14, 2001 A regular, monthly, public meeting of ANC 3B was called to order at 7:40 p.m. on Thursday, February 8, 2001 at Guy Mason Recreation Center. Commissioners present and constituting a quorum were Ann Lloyd Breeden (03) Vice Chair; Toni A. Ritzenberg (04); and James C. Lively (05). Commissioners absent were Monica Mizerek (02). The (01) seat remains vacant. Police Report No officer was available to give a report. Housekeeping Approval of Minutes A motion was made, seconded, and passed to approve the minutes of the May 10, 2001 meeting (3-0-0). Monthly Expense Report A motion was made, seconded, and passed to approve the April 2001 expense report (3-0-0). New Business Heritage India Restaurant and New Bar Mr. Seph, Owner of the Heritage India Restaurant, along with his lawyer, Mr. Murray Kevitz, responding to concerns raised by ANC 3B that Heritage India restaurant had opened a separate "bar", stated that the new expanded area one floor below the restaurant is intended to be for overflow patrons waiting for a table in the restaurant. No entertainment or dancing is taking place on the lower level. Commissioner Breeden stated that she investigated the space and found:
Mr. Kavitz asked that the ANC allow the owner to make the requested changes and report back at the next meeting for an update. Commissioner Breeden stated that she was unwilling to wait four weeks for these issues to be addressed and reported back to the ANC. Commissioner Ritzenberg asked that Milt Grossman, ANC 3B’s legal representative, contact the ABC Board and request an investigation as to what is taking place. A motion was made, seconded, and passed (3-0-0) Robert Hyman, President, Glover Park Citizens Association, asked that the valet parkers refrain from using on street spaces for patrons of the restaurant. Mr. Seph, stated that he would work with the valet company to make sure that the were using off street parking as their contract required. Excessive Volume on Metrobus Anouncement System Commissioner Ritzenberg stated that complaints had been received regarding the loud announcement system on the small Metro Busses. Due to ADA regulations, there is a question as to what Metro can and cannot do to adjust the volume of the speakers. Metro will be invited to the July 12, 2001 meeting of ANC 3B to address residents concerns.Old Business ANC 3B01 Single Member District (SMD) Commissioner Opening Commissioner Ritzenberg introduced Charles Howe, a resident of Skyline Towers at Wisconsin and Fulton who has picked up the forms required to run and fill the empty ANC 3B01 seat. 42nd Street Update Commissioner Breeden stated that ANC 3B has not received a response from the Department of Public Works on the status the tickets issues along the west side of 42nd Street.Report on Census 2000 Information for ANC and Ward Redistricting Commissioner Ritzenberg stated that Glover Park will remain in Ward Three and ANC redistricting will start in July. There is an October 1, 2001 deadline for the ANC Redistricting Sub-Committee to present its report to the full City Council. No major changes are expected for ANC 3B.
