ANC 3B

Thursday, March 8, 2001

A regular, monthly, public meeting of ANC3B was called to order at 7:35 p.m. on Thursday, February 8, 2001 at Guy Mason Recreation Center. Commissioners present and constituting a quorum was: Monica Mizerek (02), Chair; Ann Lloyd Breeden (03); Toni A. Ritzenberg (04); and James C. Lively (05). The (01) seat remained vacant.

Police Report

Lt. Bray, PSA 205, stated that theft from autos continues to be a problem through out the 2nd District with a total of 14 for the month of February 2001. PSA 205 continues to have burglaries where the suspects entered unlocked doors. Captain Jacobs, supervisor for PSA 204, 205 and 206, introduced himself.

Housekeeping

Approval of Minutes

The minutes of the February 8, 2001 meeting were tabled until the April 12, 2001 meeting.

Monthly Expense Report

The expense report for February 2001 was tabled until the April 12, 2001 meeting.

Timeframe for Submitting Expense Report and Minutes for Commission review

Commissioner Breeden requested that the Minutes and Expense Report be submitted to all Commissioners for review and comment at least two weeks prior to the next meeting at which they will be considered. Commissioner Ritzenberg proposed the timeframe of one week.

A motion for submitting reports for Commissioner review one week prior to the next meeting was made, seconded, and approved (3-1-0).

Old Business

Department of Public Works Parking Survey

Commissioner Breeden reported that the she and Christopher Lively, representing ANC 3B, along with the President of the Glover Park Citizen's Association and residents of Glover Park, attended a walkthrough of the neighborhood on February 20, 2001 with members from the Department of Public Works (DPW) to identify areas that could be used for on street parking along with requesting additional parking spaces in existing regulated on street parking areas. A written report from DPW should be received by the end of March 2001.

New Business

Department of Public Works (DPW) Proposed Changes to No Right Turn on Red (RTOR) regulated intersections in ANC 3B

The following changes to RTOR regulations were proposed by DPW

4013.2 deleting where RTOR is prohibited at all times

39th Street, Massachusetts and Idaho Aves., NW SE/B

Calvert and Tunlaw Streets, NW S/B,N/B

4013.2 adding where RTOR is prohibited at all times

Wisconsin Ave., Whitehaven St. & Parkway E/B

ANC 3B, acting on resident input, accepted the proposed changes except for the intersection of Calvert and Tunlaw. This intersection has a high number of pedestrian traffic during the day that includes small children. ANC 3B requested that this intersection be modified to No Turn on Red 7 AM - 7 PM all days of the week.

A motion was made, seconded, and passed (4-0-0).

Presentation

Census 2000 Redistricting

Ward Three Councilmember Kathy Patterson and At-Large Councilmember Phil Mendelson gave a presentation on the results of Census 2000. The District of Columbia has a population of 572,069. Each of the Eight Wards of DC needs to contain an equal number of residents. This requires each Ward to have a population of 71,500 with a margin of +/- 5%. Ward Three has a population of 79,566 and will have to move boundary lines in order to come into compliance. Council hearings will be held April 5 and April 7, 2001. Ward Boundary recommendations are due by April 26, 2001 and a report is to be issued on May 15, 2001.

The Ward redistricting will also affect the ANC Boundaries. Each ANC is to contain approximately 2000 residents. As ANC 3B is located on the boarder of Ward Three and Ward Two, it is possible that the Ward redistricting will affect all or part of ANC3B. Under DC Municipal Regulations Title 1, section 1308 - 1331, the redistricting is to take into consideration the following concerns: Census tracts shall not be divided; Neighborhood Boundaries shall be kept compact and intact; the voting rights of minorities shall not be diluted.
