Resolution Regarding DDOT Proposal for New Electronic Sign Regulations

On July 9, 2015, ANC3B voted 3-1 to oppose the DC Department of Transportation (DDOT) proposal to adopt its draft regulations for electronic signs and billboards in the city, instead advising that the city give further consideration to the regulations and take additional public comment. The ANC recommended particularly that the regulations governing electronic signs provide for public notice, public hearing, and public comment (including “great weight” for ANCs) on the selection of Designated Entertainment Areas where this type of signs would be allowed, and that the regulations also provide for public notice, public hearing, and public comment (including “great weight” for ANCs) on applications for specific signs, which can include large electronic displays on the sides and rooftops of buildings. The resolution also advised that the authority for reviewing these issues be placed under the Zoning Commission, with comments from DDOT.
